What is a Registered Vehicle Scrapping Facility?
A Registered Vehicle Scrapping Facility (RVSF) is a government-authorized centre licensed under the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, notified by the Ministry of Road Transport and Highways (MoRTH), Government of India.
RVSFs are the only legally recognized facilities permitted to permanently deregister and dismantle End-of-Life Vehicles (ELVs) in India. They are directly connected to the national VAHAN portal to ensure real-time, tamper-proof deregistration of your vehicle's Registration Certificate (RC). Only scrapping at an authorized RVSF like NKT RVSF entitles you to the full suite of government incentives — including road tax concessions and registration fee waivers on your next vehicle.
Legal Basis
The National Vehicle Scrappage Policy was announced in Budget 2021 and operationalized under Scrapping Notification S.O. 1464(E), making RVSF-based scrapping mandatory for ELVs.

Who Must Scrap Their Vehicle?
Under the National Vehicle Scrappage Policy, the following vehicles are mandated for scrapping after the specified age limit.
Private cars, two-wheelers and non-transport vehicles that are 15 years or older must undergo a fitness re-test. Unfit vehicles must be scrapped at an authorized RVSF.

Commercial trucks, buses, taxis and transport vehicles 10 years or older without a valid fitness certificate must be scrapped. Continued operation is illegal.
